Arthurs was born in Delaware and studied with Howard Pyle at the Drexel Institute, where he became skilled at historical illustrations. He met N. C. Wyeth and Frank Schoonover at the Pyle School in Chadds Ford, Pennsylvania. In addition to his illustration work, Arthurs studied life in urban America, with some of his compositions aligning with members of the Ashcan School.
