Garber studied at the Pennsylvania Academy with Hugh Breckenridge, Thomas Anshutz, William Merritt Chase, and Cecilia Beaux. He was a gifted teacher and spent more than forty years teaching at the Academy. Garber’s approach to landscape painting sometimes resulted in a tapestry of color, extensive surface pattern, and rich texture. In this case, the artist’s subject is Goat Hill along the Delaware River. Goat Hill is a local portion of the Lambertville Sill, immediately south of Lambertville, New Jersey, that rises abruptly above the Delaware River. The Goat Hill Quarry is located on the very steep hillside, above Route 29 along a section of road known locally as “the narrows.”
