This remarkably atmospheric painting depicts City Hall in downtown Philadelphia from North Broad Street looking south. The wet streets and sidewalks, rising mist and grey veil cast over the cityscape effectively convey the specific weather conditions of the moment. Born in France, the artist studied at the Philadelphia School of Design for Women and at the Pennsylvania Academy. She taught for nearly four decades at Moore College of Art and was married to painter Arthur Meltzer.
